Proposes constitutional amendments to make the Commissioner of Education an elected statewide office and add the position to the Cabinet and State Board of Education.

Changes cabinet composition to include the Commissioner of Education alongside the Attorney General, Chief Financial Officer, and Commissioner of Agriculture.

Requires the Commissioner of Education to serve as chair of the State Board of Education, with seven additional members appointed by the governor and subject to senate confirmation.

Establishes a transition period where the Commissioner will be appointed by the governor (subject to senate confirmation) from June 1, 2023 through January 4, 2027, then becomes an elected position beginning with the 2026 statewide general election.

Reduces the number of cabinet members required to suggest governor incapacity to the Florida Supreme Court from three to four members.
