HB 81 Summary: State Renewable Energy Goals

• Establishes statewide goals requiring 100 percent renewable electricity generation by 2040 and net zero carbon emissions by 2050, with interim targets of 50 percent renewable energy and 40 percent carbon reduction by 2030.

• Prohibits all drilling, exploration, and production of oil, gas, and petroleum products on Florida state lands and waters, and prohibits permitting or construction of new structures intended for such activities.

• Directs the Office of Energy within the Department of Agriculture and Consumer Services to develop a unified statewide renewable energy plan and submit updates to the Governor and Legislature by January 1, 2024, and annually thereafter.

• Creates a 13-member Renewable Energy Workforce Development Advisory Committee to identify training needs, employment potential, and recommend policies prioritizing job access for environmental justice communities, minorities, women, and displaced workers.

• Takes effect July 1, 2022.
