Proposes that 19 states currently exceed the 6 million population threshold, resulting in 120 total senators once a 20th state crosses that threshold, providing increased representation to larger states while maintaining protections for smaller states.

Directs that copies of the memorial be sent to the President, Senate President, House Speaker, and Florida's entire Congressional delegation.
