Requires health insurers and health maintenance organizations to provide 100 percent coverage for at-home COVID-19 test kits purchased with or without a prescription.

Defines "at-home COVID-19 test kit" as an over-the-counter diagnostic test with FDA Emergency Use Authorization, including PCR self-collection kits and rapid antigen self-test kits.

Coverage applies regardless of whether the test kit is used at home or elsewhere.

The insurance coverage requirement expires on December 31, 2023.

The act takes effect upon becoming law.
