Establishes the Implementing Solutions from Transportation Research and Evaluating Emerging Technologies Living Lab (I-STREET) within the University of Florida to conduct research on innovative transportation technology and provide annual reports to the Governor and Legislature.

Authorizes the Department of Transportation to use progressive design-build contracts for innovative transportation projects, allowing design-build firms to be selected early and participate in project development through construction.

Permits landowners with property contiguous to limited access facilities to remove vegetation on department right-of-way under a department-issued permit for construction projects in the first 3 years of the work program.

Reestablishes the Greater Miami Expressway Agency to govern expressway systems within Miami-Dade County and portions of northeast Monroe County, clarifying ownership and operational control with a 9-member governing body.

Modifies toll rate adjustment frequency from annual to no less frequently than once every 5 years and adjusts various provisions related to contracting procedures, public records exemptions, and contractor certification requirements.
