Creates a 90-day temporary exemption from public records disclosure for names of lottery winners who claim prizes valued at $250,000 or more, unless the winner consents to release or other statutory exceptions apply.

After the 90-day period expires, the winner's name is no longer confidential and becomes subject to public records laws.

The exemption is subject to the Sunset Review Act and will automatically repeal on October 2, 2027, unless the Legislature reviews and reenacts it.

Establishes public necessity finding that lottery winners of high-value prizes face risks of violent and nonviolent criminal acts based on publicly available identifying information.

Takes effect upon becoming a law.
