Requires applicants to submit certification applications to the Department of State by September 1, 2022, including an affidavit of abuse, documentation of confinement from state archives, and current photographic identification

Department of State must examine applications within 30 days, notify applicants of errors or omissions, and process completed applications within 90 days; applicants have 15 days to cure deficiencies

Prohibits department from denying applications based on applicant failure to correct errors if the department failed to timely notify the applicant of such errors

Creates crime victim compensation eligibility exceptions for certified reform school abuse victims, allowing them to file claims within 1 year of the act's effective date, with mental injuries verified by licensed psychologists or physicians with psychiatry credentials
