Creates the School Teacher Training and Mentoring Program within the Florida Department of Education to increase teacher effectiveness and improve student achievement in public schools

Provides $2,000 stipends to retired or current classroom teachers evaluated as "highly effective" to serve as mentors to new teachers, struggling teachers (rated needs improvement, developing, or unsatisfactory), and teachers from different demographic groups

Requires the Department of Education to fund three mentors per school in each district, with stipends prorated if appropriations are insufficient

Directs both the department and school districts to increase teacher involvement in developing policies, curriculum, and best practices for classroom instruction

Effective date of July 1, 2022
