Increases the voter approval threshold for Florida constitutional amendments or revisions from 60 percent to 66.67 percent of electors voting on the measure

Allows repeals of existing amendments or revisions to be approved by the same percentage of votes that was originally required at the time of their passage, rather than the new 66.67 percent threshold

Requires submission of the proposed amendment to voters at the next general election or an earlier special election if authorized by law

Maintains existing procedural requirements including publication in newspapers during the tenth and sixth weeks before the election and public notification of probable financial impact for initiative-proposed amendments
