Department of Highway Safety and Motor Vehicles shall develop a Down Syndrome Awareness license plate bearing "Florida" at the top and "Down Syndrome Awareness" at the bottom.

Annual use fees from plate sales shall be distributed to Our City Beautiful, Inc., a Florida nonprofit corporation, with up to 10 percent used for administrative costs and marketing.

Fifty percent of remaining fees shall build and maintain HOLLAND, an affordable housing project for independent living for persons with Down Syndrome or other intellectual disability.

Fifteen percent of remaining fees shall fund Our City Beautiful World Changer scholarships for Florida residents 18 years or older with Down Syndrome attending postsecondary educational institutions in the state.

Thirty-five percent of remaining fees shall provide grants to nonprofit organizations in Florida supporting housing, educational scholarships, and employment assistance programs for persons with Down Syndrome or other intellectual disability.
