CS/HB 223 Summary

• Amends Florida Statutes § 320.055 to establish registration periods for motor vehicles owned by natural persons that begin on the first day of the owner's birth month and end on the last day of the month preceding their birth month in the succeeding year

• Sets renewal period as the 30-day period ending at midnight on the vehicle owner's date of birth

• For vehicles not owned by natural persons, maintains calendar-year registration (January 1 to December 31) with a 31-day renewal period before expiration

• Requires the Department of Highway Safety and Motor Vehicles to offer customers a one-time option beginning September 1, 2023, to renew registrations on their dates of birth in either 2024 or 2025, with renewal lengths of 1-18 months for those with January-June birthdays and 7-24 months for those with July-December birthdays

• Effective date is September 1, 2023
