Proposes a new section in Article X of the Florida Constitution requiring the state Medicaid plan to provide coverage to persons under age 65 with income equal to or below 138 percent of the federal poverty level

Requires the state Medicaid agency to submit state plan amendments to the governor no later than April 1, 2023

Requires the governor to review the amendments and provide comments to the state Medicaid agency by July 1, 2023

Requires the state Medicaid agency to submit the amendments and governor's comments to the federal government no later than October 1, 2023

Exempts any law implementing the Medicaid expansion from Article VII, Section 19 supermajority vote and single-subject requirements

Directs submission of the amendment to Florida voters for approval or rejection at the next general election or an earlier special election
