Declares all unpaid juvenile court financial obligations unenforceable and uncollectable as of July 1, 2022, with unsatisfied civil judgments for these debts vacated by January 1, 2023

Voids all warrants issued solely for failure to pay or appear for payment of juvenile court costs, fees, or other financial obligations

Reinstates driver licenses that were suspended solely due to nonpayment of juvenile court-related fees under sections 318.15 or 322.245

Preserves judicial authority to order victim restitution, community service, or other nonmonetary conditions regardless of fee elimination
