Creates Section 250.475 of Florida Statutes, known as the "Defend the Guard Act," establishing state-level restrictions on mobilization of the Florida National Guard.

Prohibits the Florida National Guard and its members from being released into active duty combat without either a formal declaration of war by Congress or Congress's explicit action under Article I, Section 8, Clause 15 of the U.S. Constitution to call forth the Guard.

Defines "active duty combat" as participation in armed conflict, performance of hazardous service in a foreign state, or performance of duty through an instrumentality of war while in active federal military service.

Requires the Governor to take all necessary actions to ensure compliance with the prohibition on releasing the National Guard into combat without the specified congressional actions.

Becomes effective upon becoming law.
