Amends Florida Statutes section 366.06 to lower the threshold for utilities to qualify for expedited rate relief processing from 1,000 gigawatt hours to 500 gigawatt hours of annual sales to end-use customers.

Allows natural gas utilities and public electric utilities meeting the threshold to request the Public Service Commission process their rate relief petitions using the proposed agency action procedure.

Establishes a 5-month timeline for the commission to vote on the proposed agency action, or 8 months if the commission's action is protested.

Permits utilities to place requested rates into effect under bond, escrow, or corporate undertaking subject to refund if no action is taken or if protested by parties other than the utility after the 5-month expiration.

Takes effect July 1, 2022.
