Expands the definition of driving under the influence to include "impairing substances" beyond alcoholic beverages, controlled substances, and chemicals listed in statute.

Defines "impairing substance" as any substance that impairs or diminishes normal faculties, including abilities to see, hear, walk, talk, judge distances, drive, make judgments, and act in emergencies.

Requires arrested persons suspected of DUI to remain in custody until no longer impaired, their blood-alcohol or breath-alcohol level drops below 0.05, or 8 hours elapse from arrest.

Updates related statutes governing ignition interlock devices, driver improvement programs, and penalties for crashes involving death or injury to align with expanded DUI definitions.

Takes effect July 1, 2022.
