Defines "continuous monolithic pipe system" as a pipe system with no joints or seams, including all connection points to the structure, mainline, and cleanout.

Authorizes counties and municipalities to access and evaluate sanitary sewer laterals within their jurisdiction to investigate, clean, repair, recondition, or replace defective pipes.

Requires counties and municipalities to notify property owners by certified mail at least 14 days before accessing their sanitary sewer laterals, and to restore properties to pre-work condition after repairs are complete.

Makes counties and municipalities legally and financially responsible for all repair work, which must meet standards including continuous monolithic pipe systems installed by licensed plumbers and inspections by Pipeline Assessment Certification Program (PACP) and Lateral Assessment Certification Program (LACP) certified operators.

Allows programs to use state or local funds allocated for environmental preservation or water quality protection, and requires consideration of economical repair methods to reduce costs to municipalities and property owners.
