Defines "technical change" as corrections to grammatical, typographical, or similar errors that do not affect rule substance; allows agencies to make technical changes to emergency rules within 7 days of adoption with published notice.

Requires agencies to provide notice of rule development at least 14 days before proposing a rule and withdraw rules if notice of proposed rule is not filed within 12 months; notice of proposed rule must be published at least 7 days after notice of rule development and at least 28 days before intended action.

Establishes requirements for statement of estimated regulatory costs including analysis of adverse impacts on small businesses, economic growth, and competitiveness; revises thresholds and good faith standard for lower cost regulatory alternatives; requires agencies to provide copies of proposals to committee before filing.

Requires emergency rules to be published in Florida Administrative Code; prohibits superseding emergency rules; allows material incorporated by reference to be filed electronically after December 31, 2022; requires complete indexes of incorporated materials in the Florida Administrative Code.

Modifies agency regulatory plans to require identification and description of rules agencies plan to develop, adopt, or repeal during the forthcoming year; establishes 10-year rule review schedule; requires certification declarations about rule reviews and regulatory accountability; effective date July 1, 2022.
