Increases scholarship funding for graduating high school seniors with incarcerated parents from 20 percent to 30 percent, with awards made through competitive application and fiscal oversight by a certified public accounting firm.

Eliminates separate funding allocation previously directed to Chapman Partnership, Inc., consolidating those funds into the scholarship program.

Takes effect October 1, 2022.
