Transfers section 465.1885 to section 624.491, expanding pharmacy audit protections to apply when audits are conducted by managed care companies, insurance companies, third-party payors, pharmacy benefit managers, or related entities.

Establishes pharmacy rights during audits including 7-day advance notice, limits audit lookback to 24 months, requires pharmacist consultation for clinical judgments, and mandates preliminary audit reports within 120 days and final reports within 6 months.

Authorizes pharmacies to appeal final audit report findings regarding claim payment eligibility and amounts pursuant to section 408.7057.

Maintains health insurer and health maintenance organization responsibility for violations of audit requirements even when they contractually transfer payment obligations to pharmacy benefit managers.

Establishes a $10,000 fine per violation for persons who fail to register with the office while operating as a pharmacy benefit manager, effective July 1, 2022.
