Authorizes the Department of Highway Safety and Motor Vehicles and tax collectors to deliver registration certificate cards via United States mail service at applicant request.

Establishes a mail service charge equal to actual postage rounded to nearest 5 cents plus a 25-cent handling charge for mailed registration certificate cards and related documents, deposited into the Highway Safety Operating Trust Fund.

Imposes a $2.50 service charge on each original or duplicate issuance or transfer of a registration certificate card, retained by the department or tax collector as fees accruing to those offices.

Specifies the transfer fee for registration license plates remains $4.50 and clarifies that a new registration certificate card may be issued at the vehicle owner's request during plate transfers.

Takes effect on the same date as HB 369 or similar legislation, if adopted in the same legislative session and becomes law.
