Expands the public records exemption in section 320.025, Florida Statutes to include all records relating to registration applications submitted by criminal conflict and civil regional counsel offices.

Makes registration application records for these offices exempt from public disclosure under section 119.07(1) and Article I, section 24(a) of the Florida Constitution.

Allows criminal conflict and civil regional counsel offices to obtain confidential registration certificates and license plates in the same manner as other law enforcement agencies.

Justifies the exemption based on safety concerns, stating that investigations could be jeopardized if persons under investigation obtain registration information to retaliate against offices or their investigators.

Subjects the exemption to the Open Government Sunset Review Act and requires legislative reenactment by October 2, 2027 to prevent automatic repeal.
