Governor shall proclaim November 7 of each year as "Victims of Communism Day" to be observed in public schools and by public exercise at the State Capitol and other locations designated by the Governor.

If November 7 falls on a non-school day, public schools shall observe the day on the preceding school day or on another school day designated by local school authorities.

Beginning in the 2023-2024 school year, high school students in the required United States Government class must receive at least 45 minutes of instruction covering communist regimes including those led by Mao Zedong, Joseph Stalin, Fidel Castro, Vladimir Lenin, Pol Pot, and Nicolás Maduro.

The instruction must address how victims suffered under these regimes through poverty, starvation, migration, systemic lethal violence, and suppression of speech.

State Board of Education must adopt revised social studies standards by April 1, 2023 to incorporate these instructional requirements into the United States Government class curriculum.
