Expands building code inspector and plans examiner eligibility by allowing internships to be completed through private providers or private provider firms in addition to governmental jurisdictions, with partial completion transferable between employers.

Prohibits local governments from restricting demolition permits for single-family homes in flood-prone areas meeting base flood elevation standards, limiting reviews to code compliance and administrative fees only.

Reduces local jurisdiction administrative fees for private provider inspection services to actual cost basis and requires equal access to permitting documents; establishes 2 business day deadline for certificates of occupancy on residential dwellings with automatic issuance if deadline missed.

Limits local governments to three requests for additional building permit application information unless applicant waives the limitation; imposes 10% permit fee reduction for each business day deadline is missed.

Takes effect July 1, 2022.
