Expands the definition of "covered policy" under the Florida Hurricane Catastrophe Fund to include certain collateral protection insurance policies protecting both borrower and lender interests in residential property.

Modifies workers' compensation audit requirements for construction classes to apply only to policies with estimated annual premiums of $10,000 or more.

Authorizes the Office of Insurance Regulation to deem persons with more than 10% ownership from the same foreign jurisdiction as having control and subject them to background investigation requirements.

Creates new section 624.46227 allowing associations, trusts, and pools providing self-insurance for public entities to use communications media technology for meetings and conducting business.

Exempts applicants holding specific professional certifications (ACA, CALA, AIC, PCA, PPIA, CA, CCA, CACP, AICS, UCC) from the all-lines adjuster license examination requirement.
