Amends Florida Statutes section 180.191 to regulate rates municipalities charge for water and sewer services outside their boundaries.

Municipalities may charge the same rates as inside customers plus a surcharge of up to 25 percent, or charge just and equitable rates based on the same factors used for inside customers plus up to a 25 percent surcharge, provided total outside rates do not exceed 50 percent more than inside rates.

Adds new requirement that municipalities operating utilities in another municipality using infrastructure located in that recipient municipality must charge consumers in the recipient municipality the same rates, fees, and charges as consumers inside the utility's own municipal boundaries.

Public hearing requirements vary by rate-setting method: not required for same-rate method, but required for just-and-equitable method except when changes are made pro rata across all service classes.

Effective date is July 1, 2022.
