HB 527 Summary

• Creates Florida Statute 790.223 to regulate unfinished firearm frames and receivers, effective January 1, 2023.

• Prohibits possession, purchase, transport, or receipt of unfinished frames or receivers unless the person is a licensed firearms importer/manufacturer or the item has a manufacturer-issued serial number compliant with federal law.

• Prohibits sale, offer to sell, or transfer of unfinished frames or receivers except between licensed firearms importers/manufacturers or items with proper serial numbers.

• Prohibits manufacturing or assembling firearms without manufacturer-issued serial numbers, with exceptions for permanently inoperable firearms, antique firearms, and federally-designated collector's items.

• First-time violations are misdemeanors (second degree for possession, first degree for other violations); second and subsequent violations are third-degree felonies; act becomes effective October 1, 2022, with compliance date of January 1, 2023.
