Removes requirement for entities disposing septage in the Caloosahatchee River watershed to submit agricultural use plans to the Department of Health.

Prohibits land application of septage from onsite sewage treatment and disposal systems within the Caloosahatchee River watershed.

Requires the Department of Environmental Protection to adopt an updated Caloosahatchee estuary basin management action plan by December 31, 2022, including wastewater treatment, onsite sewage remediation, and municipal storm sewer system plans with implementation schedules to achieve nutrient load reductions by December 31, 2027.

Prohibits new domestic wastewater disposal facilities with capacities of 100,000 gallons per day or more unless they meet an advanced treatment standard of no more than 3 mg/l total nitrogen.

Prohibits new onsite sewage treatment and disposal systems on lots less than 1 acre if they conflict with the onsite treatment and disposal system remediation plan.
