HB 6023 Summary

• Removes the 24-hour waiting period requirement before abortion procedures, allowing physicians to provide required information within 24 hours if the woman presents documentation of being a victim of rape, incest, domestic violence, or human trafficking, or having a serious health condition.

• Eliminates restrictions on state agencies, local governmental entities, and Medicaid managed care plans from contracting with or funding organizations that perform abortions, removing the previous prohibition on such expenditures.

• Removes the requirement that the Agency for Health Care Administration review abortion clinic patient records as part of licensure inspections, though clinics must still maintain and protect patient records as medical records.

• Effective date is July 1, 2022.
