Appropriates $1,850,000 from the General Revenue Fund to compensate Robert Earl DuBoise for wrongful incarceration lasting 37 years after his conviction was vacated in 2020.

Waives tuition and fees for up to 120 hours of instruction at Florida career centers, Florida College System institutions, or state universities, provided DuBoise meets regular admission requirements and maintains satisfactory academic progress.

Establishes that this compensation is the sole award for all claims arising from DuBoise's arrest, conviction, and incarceration, and prohibits any further awards for attorney fees, lobbying fees, or litigation costs.

Requires DuBoise to reimburse the state if he receives monetary damages or settlements from civil actions related to his wrongful incarceration, with reimbursement capped at the amount of the civil award.

Vacates all unused benefits under the act if any future factual finding determines DuBoise participated in the victim's death or sexual battery through DNA evidence or other means.
