Appropriates $1.85 million from the General Revenue Fund to compensate Robert Earl DuBoise for wrongful incarceration lasting nearly 37 years.

Directs the Chief Financial Officer to pay the funds directly to DuBoise without requiring him to sign a liability release.

Waives tuition and fees for DuBoise for up to 120 hours of instruction at career centers, Florida College System institutions, or state universities, provided he meets regular admission and academic progress requirements.

Prohibits DuBoise from applying for compensation under Chapter 961, Florida Statutes, and requires him to reimburse the state if he receives a civil judgment or settlement related to his wrongful incarceration, less attorney fees and costs.

Voids all benefits if any future judicial determination finds DuBoise participated in the death or sexual battery for which he was originally incarcerated.
