Appropriates $1.9 million from the General Revenue Fund to compensate Barney Brown for wrongful incarceration for 38 years following his 1970 conviction for rape and robbery in Miami-Dade County.

Directs the Chief Financial Officer to issue a warrant payable directly to Barney Brown from funds in the State Treasury.

Establishes that this appropriation constitutes the sole compensation for all present and future claims arising from Brown's arrest, conviction, and incarceration.

Prohibits the award of any additional amounts for attorney fees, lobbying fees, costs, or similar expenses by the state or any other entity in state or federal court.

Preserves the state's sovereign immunity defenses and does not increase liability limits under Florida law, while acknowledging the justice system produced an imperfect result in this case.
