Miami-Dade County is authorized to appropriate and pay $3.8 million to Heather Hasandras, guardian of Yeilyn Quiroz Otero, to be placed in a special needs trust for the beneficiary's exclusive use.

The funds, after deducting statutory attorney fees and costs, must be used to purchase a structured financial plan with proceeds deposited into the special needs trust.

Upon Yeilyn Quiroz Otero's death, any remaining funds in the trust after reimbursing Medicaid shall revert to the Agency for Health Care Administration.

Attorney fees are capped at $760,000, lobbying fees at $190,000, and other costs at $12,272.05; these amounts combined with the $200,000 previously paid by Miami-Dade County constitute sole compensation for all claims arising from the injury incident.

The Legislature waives and extinguishes state Medicaid lien interests (excluding federal portions) relating to Yeilyn Quiroz Otero's care and treatment.
