Appropriates $10 million from the General Revenue Fund to compensate Maury Hernandez, a former Broward County Sheriff's Office deputy shot in the head on August 6, 2007, for permanent injuries and economic damages.

Directs the Chief Financial Officer to issue a warrant to Maury Hernandez for $10 million from Department of Corrections funds in the State Treasury.

Declares legislative intent to waive any state liens arising from Maury Hernandez's medical treatment and care related to the shooting incident.

Limits attorney fees on the claim to a maximum of 25 percent of the $10 million award and designates this compensation as the sole remedy for all present and future claims related to the incident.

Establishes that the Department of Corrections failed to enforce its zero-tolerance probation violation policy against the shooter, David Maldonado, who had admitted to possessing a firearm and using drugs and alcohol while on probation.
