Appropriates $3,175,000 from the General Inspection Trust Fund to the Department of Agriculture and Consumer Services for compensation to Donna Catalano for injuries sustained in a June 26, 2019 head-on collision caused by negligent employee Donald Gerard Burthe.

Combined with the $200,000 already paid by the Division of Risk Management, provides total settlement of $3,375,000 as agreed upon in a July 15, 2021 settlement agreement.

Directs the Chief Financial Officer to issue a warrant to Donna Catalano for $3,175,000 from state funds.

Limits attorney fees to $635,000, lobbying fees to $158,750, and other costs or expenses to $29,059.94 as the sole compensation for all claims arising from this incident.

Takes effect upon becoming law.
