Authorizes the Public Health Trust of Miami-Dade County to pay $5 million to a special needs trust for Harry Augustin Shumow as compensation for injuries sustained due to employee negligence at Jackson Memorial Hospital.

Compensates Shumow for severe hypoxic ischemic encephalopathy (brain injury) resulting from cardiac arrest caused by a lab technician's mishandling of hemoglobin test results in September 2017, leaving him quadriplegic, unable to communicate verbally, and epileptic.

Establishes that the $5 million payment combined with $300,000 paid under Florida Statutes section 768.28 ($5.3 million total settlement) constitutes sole compensation for all present and future claims related to the incident.

Limits attorney fees to $1 million, lobbying fees to $250,000, and other costs and expenses to $133,344.06.

Takes effect upon becoming law.
