Prohibits physicians from performing abortions after 15 weeks gestational age, replacing the previous third-trimester restriction, with exceptions for saving the pregnant woman's life, averting serious physical impairment, or if two physicians certify a fatal fetal abnormality before viability

Requires the Department of Health to contract with local healthy start coalitions to create fetal and infant mortality review committees in all regions of the state, with an annual report to the Governor and Legislature beginning October 1, 2023

Appropriates $260,000 in recurring General Revenue funds for fiscal year 2022-2023 to establish fetal and infant mortality review committees in areas where state-funded committees do not already exist

Expands the Comprehensive Statewide Tobacco Education and Use Prevention Program to explicitly include pregnant women and women who may become pregnant as target populations for tobacco cessation and prevention efforts

Requires hospitals providing birthing services to participate in at least two quality improvement initiatives developed in collaboration with the Florida Perinatal Quality Collaborative at the University of South Florida College of Public Health
