Proposes a constitutional amendment requiring a two-thirds supermajority vote in each house of the legislature to approve any general law that preempts a subject of legislation to the state.

Creates Section 22 in Article III and a new section in Article XII of the Florida Constitution to codify the supermajority voting requirement.

Amendment takes effect on January 1, 2024, if approved by voters.

Requires submission to Florida electors for approval or rejection at the next general election or an earlier special election authorized by law.
