Authorizes the Governor, Cabinet members, Legislature members, state court judges, state attorneys, and public defenders to visit county and municipal detention facilities at their pleasure.

Prohibits any other person from entering county or municipal detention facilities except under rules and regulations prescribed by those facilities.

Requires facilities to not unreasonably withhold permission for professional journalists (as defined in s. 90.5015) or writers to enter the facilities.

Effective July 1, 2022.
