Defines "renewable energy source device" and allows commercial or industrial business owners and contracted third parties to install, maintain, and operate these devices on their structures or leased properties.

Permits the sale of electricity generated from renewable energy devices to adjacent or nearby commercial/industrial businesses regardless of utility service territory, and exempts such sales from regulation as retail electricity sales.

Allows utilities to recover full costs of providing backup generation, transmission, and other related services to businesses using renewable energy devices.

Authorizes the Public Service Commission to approve utility requests to recover fixed costs of capacity, generation, and distribution from customers using renewable energy devices if electricity purchase reductions significantly impact other customers' rates, subject to super majority approval and customer challenge rights.

Specifies that renewable energy rebates and incentives established by law belong solely to the device owner, and electricity purchasers are ineligible to receive them unless they own the device.
