Adds methamphetamine and controlled substance analogs to the list of drugs whose unlawful distribution by adults can constitute capital murder in the first degree when the substance causes the user's death.

Expands the 1,000-foot drug-free zone around facilities to include mental health facilities, substance abuse treatment centers, recovery residences, licensed service providers, and pain management clinics in addition to assisted living facilities.

Increases criminal penalties for drug sales within 1,000 feet of protected facilities, making violations involving Schedule I and II substances felonies of the first degree.

Excludes fentanyl testing products and fentanyl analogs from the definition of drug paraphernalia, allowing possession of narcotics testing kits designed to detect fentanyl.
