Proposes constitutional amendments to make the Commissioner of Education an elected Cabinet member and chair of the State Board of Education, effective June 1, 2023.

From June 1, 2023 through January 4, 2027, the Governor shall appoint the Commissioner of Education subject to Senate confirmation; beginning with the 2026 statewide general election, the position shall be filled by statewide election every four years.

Changes the State Board of Education composition from seven appointed members to the elected Commissioner of Education as chair plus seven appointed members, with the Commissioner holding tie-breaking authority.

Increases the Cabinet threshold for determining gubernatorial incapacity from three to four Cabinet members required to file written suggestion with the Florida Supreme Court.

Requires the legislature to enact implementing legislation by June 1, 2023 to conform state statutes to the Cabinet and State Board of Education reorganization.
