Authorizes the Board of Trustees of the Internal Improvement Trust Fund to grant easements on sovereignty submerged lands for permitted mitigation banks that meet public interest criteria under chapters 253 and 258.

Requires the Department of Environmental Protection to adopt and modify rules under sections 373.4136 and 373.414 to ensure financial assurances for long-term management of mitigation banks, with completion by June 30, 2023.

Exempts certain private docks on recorded easements from permit requirements and grants authorization for submerged land use upon Board of Trustees approval.

Establishes that floating vessel platforms complying with exemption criteria create a presumption of compliance with environmental impact requirements.

Limits local government authority to require one-time registration of floating vessel platforms only for compliance with exemption criteria, electrical or plumbing codes, or proper installation and maintenance.
