Requires private firearms sales, leases, or transfers between non-licensed parties to be completed through a licensed dealer who conducts background checks and complies with all federal and state requirements.

Allows the unlicensed seller to remove the firearm from the dealer's premises during the background check and waiting period, then complete the transfer themselves if approved.

Permits licensed dealers to charge a fee to buyers for administrative costs of facilitating the transfer, in addition to applicable federal and state fees.

Exempts certain activities from the dealer requirement, including gun repair services, loans for target shooting at licensed facilities, loans to minors under supervision for hunting or education, and temporary loans to adult family members (up to 10 consecutive days).

Removes provisions that allowed dealers to complete sales without explicit approval from the Department of Law Enforcement and eliminates exemptions based on system downtime or department failures.
