Defines "extreme well stimulation" as injecting fluids into rock formations to create fractures or dissolve rock to increase hydrocarbon production, including acid fracturing, matrix acidizing, and pneumatic fracturing.

Prohibits any person from engaging in extreme well stimulation in Florida.

Prohibits the Department of Environmental Protection from issuing oil or gas permits authorizing extreme well stimulation and from authorizing existing permit holders to conduct extreme well stimulation on or after July 1, 2022.

Excludes routine well maintenance, well cleanouts, drilling damage repairs, and gravel pack treatments that do not exceed formation fracture gradient from the definition of extreme well stimulation.

Establishes a fine of up to $50,000 per violation for non-compliance, with each day of violation counting as a separate offense.
