Transfers management of private correctional facilities from the Department of Management Services to the Department of Corrections effective as a type two transfer.

Prohibits state agencies from entering into or renewing contracts for private correctional services after July 1, 2022, except for managing existing contracts entered before that date.

Creates section 287.0832 to enforce the prohibition on new private correctional facility contracts while allowing agencies to continue administering pre-July 1, 2022 contracts.

Repeals multiple statutes related to private corrections effective July 1, 2024, including sections governing private facility operations, inmate welfare trust funds, and chapter 957 (private correctional facilities framework).

Requires all inmates housed in private correctional facilities to be transferred to Department of Corrections custody upon contract expiration.
