Revises the definition of "endangered species" to include "overuse" instead of "overutilization" and explicitly adds "climate change" as a factor affecting species survival.

Requires the Fish and Wildlife Conservation Commission and Department of Agriculture and Consumer Services to continue protecting species that meet state endangered or threatened definitions, regardless of federal declassification under the Endangered Species Act of 1973.

Prohibits the Fish and Wildlife Conservation Commission and Department of Agriculture and Consumer Services from considering economic costs when designating a species as endangered or threatened.

Requires the Department of Agriculture and Consumer Services and Endangered Plant Advisory Council to conduct comprehensive reviews of the Regulated Plant Index every 4 years, including consideration of climate change impacts on plant species.

Effective July 1, 2022.
