Revises the definition of "formal investigation" to mean the process ordered to determine if a firefighter should be disciplined, rather than only occurring after supervisory personnel have already decided on discipline.

Extends firefighter protections during informal inquiries to match those previously limited to formal interrogations, including prohibiting threats of transfer, suspension, dismissal, or other disciplinary action.

Clarifies that firefighters under formal investigation are entitled to a copy of interrogation transcripts without charge and establishes that informal inquiries and interrogations must be of reasonable duration.
