Creates s. 775.08701 to retroactively apply 2016 amendments removing aggravated assault and attempted aggravated assault from mandatory minimum sentencing predicate offenses to persons convicted before July 1, 2016.

Persons convicted of aggravated assault or attempted aggravated assault before July 1, 2016 who were not sentenced before October 1, 2022 cannot receive mandatory minimum sentences; those already serving mandatory minimums must be resentenced without such minimums.

Creates s. 893.13501 to retroactively apply 2019 amendments reducing penalties for trafficking in hydrocodone or codeine to persons convicted before October 1, 2019, with mandatory minimums ranging from 3 to 25 years based on quantity (28 grams to 300+ grams).

Retroactively applies 2014 amendments reducing penalties for trafficking in oxycodone to persons convicted before July 1, 2014, with mandatory minimums ranging from 3 to 25 years based on quantity (7 grams to 100+ grams).

Establishes resentencing procedures allowing eligible persons to apply for sentence review hearings in their original sentencing courts, with court-appointed counsel and new sentences not exceeding original sentences with time served credit.
