Directs the Department of Highway Safety and Motor Vehicles to develop a "Pap Corps Champions for Cancer Research" specialty license plate featuring the slogan "To Imagine and Help Create a World Without Cancer"

Up to 18% of annual use fees may be used for promotion, marketing, administrative costs, startup costs, and development/approval costs of the license plate

Remaining funds go to Papanicolaou Corps for Cancer Research, Inc., a Florida nonprofit, to support cancer research awareness and education through the Sylvester Comprehensive Cancer Center
